If you are planning to come to Russia as an independent tourist you would need to obtain a Russian visa in your country.

Here is the list of required documents:

Completed visa application form (download visa application for US citizens (Non-US citizens), EU citizens (look up in the Russian consulate web sites in Europe), Great Britain citizens (see the web site www.rusemblon.org), citizens of Australia, )
Valid passport (at least 6 month to the expiration date, with 2 clear pages for visa)
1 passport size photo (3x4cm, at the white background), please staple it to the special place marked in your visa application form.
A standard Tourist confirmation (invitation from the tour agency and a tourist voucher)
A covering letter from yourself (applicant's name or alphabetical list of a group; dates and points of arrival and departure in and from Russia and means of transportation )(applicant’s name ; itinerary in Russia)

We will assist you in getting a Tourist visa by sending you a Russian Tourist confirmation (Official Visa Invitation and Voucher from Authorized Russian Travel Company) by fax or e-mail next day after your application. Attention: New visa regulations! A foreign citizen can obtain a visa to Russia ONLY in the country of his/her citizenship. Exceptions include those who have a residence permit for a foreign country for the period more than 90 days. A visa may also be issued in a country other than an applicant's own in case of urgent necessity, such as participating in international, governmental, official, scientific, sport and cultural events. A final decision in these cases would be left up to the consulate.
